UNRA PROBE: Kagina Summoned Before Probe Committee

The UNRA Executive Director, Allen Kagina takes oath before the commission of inquiry on Friday morning

The Executive Director, illness mind Uganda National Roads Authority (UNRA) Ms. Allen Kagina is today appearing before the commission of inquiry investigating into corruption and abuse of office at the roads Authority.

Kagina is expected to give an account on the new undertakings at UNRA which aim at creating transparency, accountability and value for money.

She will also make recommendations to the probe committee on what can be done to ensure that the entity is better managed and delivers on its mandate of developing and maintaining the national road network.

Upon her appointment as the ED in April 2015, Kagina embarked on covert investigations into the infamous scandals in which billions of tax payer’s money was lost.

The former URA boss later requested that a committee be appointed to carry out a comprehensive investigation which President Museveni did on June 8.

The commission led by Justice Catherine Bamugemereire has since unearthed concrete evidence manifesting the misuse of funds and shoddy work on most road projects across Uganda.

Most of these roads have cost the government a lot of money but have deteriorated before living their design period.

The irregularities so far cited by the probe committee range from illegal procurement, insider trading, fraud, substandard work, unnecessary variation of contracts among others.

Kagina has since overhauled the top management team at UNRA in a recent effort to restructure and rebuild public trust.

Several staff whose performance and integrity was questioned including Directors had their contracts terminated.

The commission is expected to come up with a comprehensive report on its findings and recommendations to the President by December 31.
