The South Sudan President Salva Kiir is expected to appoint governors for the 28 created states on Friday just a day after the National Assembly controversially passed the proposals to amend the Transitional Constitution, there visit this site Chimpcorps reports.

Sources from the country’s presidency say Kiir by last evening together with his trusted were putting the names of potential governors to be announced through a decree today.

A total of 25 governors are going to be named by the president and only three to be left for the armed opposition under Riek Machar who signed a peace deal with the South Sudan government in August this year.

According to sources among the new governors is going to be the former SPLA-IO spokesman, purchase Brig. Lul Ruai Koang who defected to Kiir’s side in February after serving the rebel movement for 14 months since the beginning of South Sudan crisis in December 2013.

If confirmed, advice Ruai is going to be the governor of the newly created Akobo state. Meanwhile, the former Yau Yau commander, David Yau Yau has also been lined for the top job.

The Yau Yau integrated with the mainstream SPLA under president Kiir early this year. ChimpReports is closely following the new deployment.
Presidential candidate Amama Mbabazi’s legal team has threatened to file a complaint in the International Criminal Court (ICC) against the Electoral Commission (EC) regarding disruption of Mbabazi’s campaigns rallies by the ruling NRM party.

“Whereas it has become a fashion for the commission to ignore our client’s complaints, pill this death of good management is inexcusable” read a letter dated November 19 and copied to the office of the Prosecutor of the ICC.

The letter further indicated that this behavior has persisted with Mbabazi’s posters being defaced and his supporters harassed especially during the Hoima and Kasese rallies recently.

“The stark images of an intrusive candidate Museveni helicopter at the Boma grounds in Fort portal which was deployed to intimidate voters and antagonize our client’s rally that day has still not evoked any concern from the Commission”.

The said chopper given to Museveni by Hon. Mike Mukula has appeared at several of Mbabazi’s rallies which seem to be selectively calculated.

“Additionally you ought to know that criminal liability is visited on all perpetrators of these crimes like Police officers, RDCs, crime preventers, NRM District Registrars and other security operatives who have committed crimes but against whom you have preferred no sanction”.

Lawyers Fred Muwema, Severino Twinobusingye and two others gave the EC a 7 days ultimatum to act on these issues lest they refer the matter is forwarded to the ICC for investigation and prosecution.

They further commented, in the letter that; “our client shall not wait for the reign of terror on his candidacy and the electorate to escalate beyond redemption before taking the necessary preventive and remedial measures”.

However, according to constitutional lawyer Edgar Tabaro, “ICC is a political arena. They can cause a stampede. The statement of handing over power of defeated should be seen in that light.”

On whether Mbabazi’s lawyers have the certification to represent clients at ICC, Tabaro told ChimpReports on Friday: “Anyone can present a case for investigating”.
