NSSF Reinstates Geraldine Ssali After Court Order

The National Social Security Fund (NSSF) has Monday evening agreed to reinstate the Fund’s Deputy Managing Director Geraldine Ssali hardly a week after sending her into forced leave.

Officials at the Fund said Ssali was being investigated for acts of misconduct, sick ed a charge she vehemently denies.

Ssali on Sunday dragged NSSF to court, visit seeking a “permanent injunction blocking NSSF and its officials from implementing the said directive; and also a court declaration that the directive was illegal.”

Kampala High Court Deputy Registrar Alex Ajui Mackay has today issued an “interim order to restrain respondents (NSSF), order their officers, principals, agents and any other person acting under the authority or on behalf of NSSF from implementing or otherwise effecting the directives of the respondents contained in their letter dated March 9 addressed to her until the substantive application is heard on 4th day of April 2016.”

The decision was made in the presence of Ssali’s lawyers Rogers Bikala and Nssf’s representative, Moses Ssegawa.

In response, NSSF said in a brief statement to ChimpReports that it would respect the court order.

“The Fund respects the decision of court to maintain the status quo of Mrs Geraldine Ssali Busulwa,” the statement read.

Observers say unfolding events point to a possible protracted and costly legal battle.

Who is Ssali?

When Ssali was appointed Deputy Managing Director a few years ago, the Fund said she was “professionally qualified for the job and brings to the Fund a wealth of experience in financial management at international level.”

Previously, Ms Ssali worked as the Head of the Directorate Management Unit (DMU) in the Ministry of Finance/ Her Majesty’s Treasury in the United Kingdom.

She also held senior management positions in the United Kingdom.

She holds a Bachelor of Science degree in Mathematics, Economics and Statistics from Makerere University.

She is a member of the Chartered Institute of Management Accountants (CIMA) and also holds an MBA from Manchester Business School, University of Manchester (UK).


Holds a Msc (Maths, Economics and Statistics) from Makerere University and an MBA (Finance & Financial Professionals) from Manchester Business School Worldwide, University of Manchester)

A qualified Accountant, she holds an Advanced Diploma in Management Accounting and is a member of the Chartered Institute of Management Accountants (CIMA)

She also headed the Directorate Management Unit – Her Majesty’s Treasury (Ministry of Finance, United Kingdom)

Ssali formerly worked as the Commercial Services Manager – Transport for London and a Finance Manager – Pre-School learning Alliance (UK).
