Hassan Rwamwango, Town Clerk of the newly created Mparo Town Council in Rukiga district is in trouble over allegations that he forced a youth group to give him 1 million shillings before signing for it to benefit from the Youth Livelihood Fund under Ministry of Gender.
Members of Kibingwe Piggery Youths Project in Kibingwe village, Ryakarimira town council in Kabale district, led by their Chairperson Sylivia Ahimbisibwe, claim the clerk asked for the bribe before he approved Shs. 6million for the group.
At the time, Rwamengo was the Rubaya Sub County Chairperson.
The group members say they were puzzled about how they were going to pay back a significant portion of a loan they never used.
Gender and Labor Minister Janat Mukwaya found out about the incident when she came in with a team to monitor the performance of the groups under the Youth Livelihood and Women Entrepreneurship Funds in Rubaya and Maziba Sub Counties in Kabale district.
Minister Mukwaya ordered the Kabale district Chief Administrative Officer, Wilson Tibugyenda to investigate the Town Clerk and if culpable, have him arrested and forced to pay back the money.
Catherine Atwakire Ndamira the Kabale Woman Member of Parliament was also perturbed by the development and vowed not to sit back when government officials themselves are the main impediments to government programs.
