Kale Kayihura, since most members were eager to engage the exorbitant budget estimates for teargas which they allege is always mercilessly used on peaceful demonstrators.
“We cannot sit and deliberate here in the absence of the IGP who is very critical in this matter concerning explanation on billions of shillings and clear accountability. They need to produce him now or they go back,” said Peter Eriaku, one of the committee members.
The team was supposed to present its budget framework paper for the financial year 2014/2015 where they want Shs 4bn for teargas alone and also to present its performance report for the ending financial year
General Aronda had appeared with deputy IGP Edward Ochom, Director Interpol Uganda Asan Kasinye, Permanent Secretary Internal Affairs, Steven Kagoda, among others who were all disgracefully thrown out.
The MPs argued that the above officers’ were not in position to answer their queries so they wanted Kayihura to appear in person and explain the total budget estimates for the force.
It should be noted that most of the times Kayihura appears in the same committee, it always ends up in a dramatic and verbal exchange as opposition members like Kyadondo East MP, Ssemuju Nganda, Fungaroo Caps of Obongi, the new Shadow Minister of Internal Affairs, Mwenge Kivumbi etc are ever ready to question the IGP’s “military style” of handling police matters.
