Tight Security As Lukwago Returns to Court

Police have also issued a warning to opposition leaders against holding riots in case Lukwago is permanently barred from accessing his office.

Last month, Justice Steven Kavuma, issued an interim order denying Lukwago right of entry to the City Hall office.

Earlier, High Court Judge, Lydia Mugambe, had allowed Lukwago to resume office pending the outcome of the Lord Mayor’s case at the Supreme Court in which he is challenging the findings of the KCCA tribunal.

Through his lawyers Caleb Alaka and Abdul Katuntu, Lukwago petitioned the Supreme Court seeking an interim order halting the execution of Kavuma’s directive.

The court chose a team of 5 judges led by Bart Katureebe to start hearing Lukwago’s petition today.

Lukwago’s troubles stem from the KCCA tribunal set up by the Minister of Kampala, Frank Tumwebaze last year after complaints from city councillors over the Lord Mayor’s alleged incompetence.

A tribunal led by Justice Catherine Bamugemereire convicted Lukwago on three counts; abuse of office, incompetence and general misconduct, before being impeached by councillors last year.

Lukwago says government is witch-hunting him simply because he belongs to the opposition.
