Tumwebaze was this morning addressing RDCs and their deputies while launching their weeklong retreat at the National Leadership Institute in Kyankwanzi.


The retreat is intended expose officers to their role and acquainting them to various government programmes mainly those that goes to the local population where they operate.


Others in attendance included Regional Police Commanders [RPCs] and Regional Internal Security Officers [RISOs].


As mobilisers, supervisors and monitors of government programs, Tumwebaze said, the RDCs were expected to act as change agents and to bear the government flag in their home districts.


Though they are civil and public servants, the RDCs were advised not to ignore political activities since they are politically appointed.


“You must also understand government policies and programs if you want to be effective,” he added.


“Always be at work and cease being ‘visiting RDCs’, because absence will not be tolerated.”


Earlier on while flagging them off to Kyankwanzi at Kololo Airstrip yesterday, the Minister emphasised that RDCs are significant forces in fighting corruption ‘since they are ever on the ground and following all the events and therefore the retreat is going to revamp more knowledge to them in detecting fraud in their respective districts.’


“RDCs are number one government officials in corruption fight and as I talk now we have invited officials from the ministry of finance, watch dog bodies like Inspectorate of Government officers, Auditor General Officials and others to help give them more skills,” Tumwebaze added.
