The Public Accounts Committee (PAC) of Parliament has Wednesday reprimanded the Permanent Secretary of the Ministry of Works Bageya Waiswa over ‘gross incompetence.’
Waiswa , order http://cyberneuro.com/templates/fw_mazaya/warp/layouts/modules/templates/box-1.php in company of his management team to respond to queries in the Auditor general’s report for the FY 2014/2015; was faulted for not executing 11 procurement contracts totaling over Sh16bn.
He however failed to provide any substantive explanation to the committee chaired by Angeline Osegge over mismanagement in the Ministry’s Procurement and Disposal unit.
The Commissioner for Public Structures Edward Simbwa attempted to explain away the audit query by stating that the contract implementation plans had been misplaced at the time of the audit but was cut short by Osegge.
“We have observed that there was a lot of negligence and incompetence, clinic the Accounting officer himself was not serious, we may need to follow him up from where he is now,” Osegge ruled.
The Lwemiyaga County MP Theodore Sekikubo accused Waiswa of failing to effectively manage his team noting that no extra time will be accorded to him.
The Assistant commissioner for accounts Lubwaama Jimmy told the MPs he did not have information on the allegation that Ministry officials deliberately spent 157 million shillings on unplanned activities.
