OWC which is run by UPDF replaced National Agricultural Advisory Services – NAADS extension services programme in 2014 and currently UPDF soldiers are overseeing the distribution of seedlings to farmers.

Major James Nkojo and Sarah Kagingo head of Communication for the program said the officials were arrested for forging the names and lists of coffee beneficiaries under the OWC program.

Maj. Nkojo said according to their assessments the officials forged the names of the beneficiaries and the seedlings were taken to unknown.

The District Police Commander Kabarole Musa Tibakirana confirmed the arrest of Dr. Abigaba on Thursday evening but said it was too early to comment.

The OWC programme has in different parts of the country faced several challenges which include lack of monitoring, poor quality seedlings and distribution of inputs to unprepared farmers. These challenges have left local leaders and residents skeptical over its potential to create an impact.
