Officials running the Uganda Finance Ministry website woke up Friday morning to a black screen bearing the logo for the Kosovo Liberation Army, there http://chancellorinsja.com/wp-admin/includes/taxonomy.php along with a YouTube link to the unofficial Kosovan national anthem.
ChimpReports understands the website has been hacked by an entity calling itself nofawkX-al.
The website, cheap http://coupon-ads.com/wp-admin/includes/class-bulk-theme-upgrader-skin.php which usually carries official information about government expenditure, doctor http://conversionxl.com/wp-admin/includes/meta-boxes.php budgets and plans, is currently showing a video of Albanian Armed Forces.
It remains unclear if confidential information has been compromised.
The Ministry’s website runs the Integrated Financial Management System that controls government payments for suppliers and contractors.
Officials at the ministry were yet to comment on the development.
The hacker said in a statement posted on the website that, “Corrupt Governments Leads to Global Issues. Corruption is both a major cause and a result of poverty around the world.”
The statement further read: “It occurs at all levels of society, from local and national governments, civil society, judiciary functions, large and small businesses, military and other services and so on. Corruption affects the poorest the most, though all elements of society are affected in some way as corruption undermines political development, democracy, economic development, the environment, people’s health and more…”
The website is currently managed by Uganda’s National Information Technology Authority Uganda.
The development will raise questions about NITA’s ability to protect government websites from hackers around the world.
This is not the first time Uganda government institutions are being targeted by hackers.
In 2015, hackers attempted four times to siphon Shs 81bn through the central bank.
However, some monies that had been wired to Hong Kong and UAE were retrieved through inter-bank procedures.
NofawkX-al has previously hacked government websites in foreign countries including Cornwall in United Kingdom.
The Kosovo Liberation Army was an ethnic-Albanian paramilitary organisation which sought the separation of Kosovo from Yugoslavia during the 1990s and the eventual creation of a Greater Albania.
