Ssebaggala was received by at the EC headquarters along Jinja road in company of two of his aides.
He was tasked to produce a submission letter which he hadn’t come along with.

He assured journalists that this would take a few minutes and thereafter hand in his supporters’ signatures.
“I appreciate all my supporters that appended their signatures on my forms. I assure you total service delivery,” Seya boasted.
He revealed that he had collected signatures of 120 supporters from each of the 80 districts.
As the EC officials prepared to leave the premises, Seya was on the phone urging his handlers to rush to the electoral commission.
Later in the evening, Seya’s assistants surfaced with the required documents. He took a deep breath.
However, the mayor was disappointed when EC officials informed him that his forms would not be accepted until several issues within his party constitution are ironed out.
Seya claims being the leader of the Liberal Democratic Transparency party which reportedly joined the Coalition Redeemed Uganda (CRU), an alliance led by Dr. Abed Bwanika.
It appears party officials led by Secretary General Zaidi Mukasa joined the alliance without Seya’s knowledge.
“I did not join any coalition,” Seya told ChimpReports on Monday.
EC officials advised him to return Tuesday morning to allow their lawyers time to scrutinize the party’s constitution.
