Salva Kiir to Form Unity Gov’t without Machar Today

The South Sudan President Salva Kiir is expected to finally form the long-awaited unity government on Thursday but without opposition leader Dr Riek Machar and his group.

The creation of the Transitional Government of National Unity (TGoNU) was announced on Wednesday in capital Juba by the president’s spokesman, medications ambulance Mr Ateny Wek.

Dr. Machar was appointed to the position of the 1st Vice President last Thursday as per the peace accord signed in August last year to bring an end to the two years bloody conflict in the world’s youngest nation.

Machar who has been in exile in Ethiopia since May 2014 was supposed to return to Juba with his SPLA In Opposition members after signing of the peace deal to constitute the unison government with mainstream SPLA under Kiir also known as SPLA- Juba.

The disagreement however arose on the security arrangement in the capital. The SPLA-IO wants its 1, this 400 troops be stationed in Juba before they set foot there.

350 of the troops will be appointed as Machar’s bodyguards.

Mr Ateny told press that the government has run out of patience to keep on waiting for Machar and his group and if he fails to submit the names of his selected ministers by Thursday morning, this web Kiir will just go ahead and form the unity government without them.

Last month each side was allocated ministerial dockets and expected to act quick nothing has materialized yet.

The TGoNU structure released by the former Botswana President Festus Mogae, the Chairman of Joint Verification and Mechanism Committee set by the mediator IGAD-Plus detailed the ministries allocated to each party as follows.

The GRSS (government) 16 including Finance, Defense and Veterans Affairs, Justice and Constitutional Affairs, Information, Communication Technology and Postal Services, Office of the President, Trade and Industry, Wildlife Conservation and Tourism, Roads and Bridges, Parliamentary Affairs, National Security, Health, Culture, Youth and Sports, Gender, Child and Social Welfare, General Education and Instructions, Livestock and Fisheries and Environment and Forestry.

The 10 ministries given to SPLA-IO are Petroleum, Interior, Water Resources and Irrigation, Labor, Public Service and Human Resource Development, Federal Affairs, Higher Education, Science and Technology, Energy and Dams, Humanitarian Affairs and Disaster Management, Land Housing and Urban Development and finally Mining.

The political parties got Cabinet Affairs and Agriculture and Food Security while the former detainees were given Foreign Affairs and International Cooperation and Transport.

The SPLA-IO, FDs and other parties have already submitted names to the president according to the same source.

The transitional government is to organize national elections and make a constitution before the expiry of its term at the end of 2018.

The peace pact was reached amidst international pressure to end the bloody conflict that engulfed the world`s youngest nation in 2013.
