Robert Shaka Case Goes to Constitutional Court

President Yoweri Museveni has urged the Operation Wealth Creation (OWC) task force led by Gen.Salim Saleh to sensitize subsistence farmers who have 1-4 acres of land to engage in commercial agriculture for improved incomes.

He said family organization would help stop land fragmentation practice and boost commercial agriculture production.

The President was today speaking at a meeting with the Uganda Peoples Defense Forces officers who are implementing the Operation Wealth Creation programme in different parts of Uganda at State House Entebbe.

The President said that farmers who undertake commercial farming should be able to engage in enterprises such as growing coffee, fruits, tomatoes, onions, mushroom and engaging in poultry, piggery and fish farming among others for both food security and income generation.

He asked them to focus on growing perennial crops that are easy to look after when they mature.

The President urged the officers to first deal with the farmers who have little land acreage saying that the government will find a way to help those without land later.

The President said people at the grassroots should first be empowered to come out of poverty by engaging in cost effective income generating projects adding that he wants an approach that is undertaken per parish in implementing the operation wealth creation programme.

He called on the officers to encourage the farmers to concentrate on growing perennial crops like Coffee, fruits, tea among other cash crops. He also urged them to allow the selection of the beneficiaries of the inputs to be done by the people themselves in order to avoid conflicts.

The President emphasized the need for the inputs like the seedlings that are procured by the contractors to be delivered to the farmers at the right season of planting without delay.

The Minister for Agriculture, Animal Industry and Fisheries Hon. Tress Buchanayandi expressed the need for the government to recruit and facilitate extension service providers to give technical support to the farmers. He commended the UPDF officers for the good work done in the distribution of inputs to the farmers.

Deputy police spokesperson Polly Namaye said the Uganda Police “recognizes the need to continuously interact with the public in general and therefore, some of the appointments are aimed at filling the vacant offices of regional Police Public Relations.”

This comes against the backdrop of heavy criticism that police was not doing enough on boosting civil relations.

Namaye said some officers have been transferred to the Police Air wing to boost the flight services of the Force.

“It is also important to note that a Deputy PRO has been appointed for Kampala Metropolitan Police,” Namaye said about herself.

According to the message of transfers and appointments signed by Deputy IGP J.M Okoth Ochola, ASP Gilbert Arinaitwe Bwana has been transferred from Human Resource Management to Crime Intelligence Headquarters.

Bwana hit the limelight when he made a daring attack on opposition strongman Dr Kizza Besigye during the walk-to-work violence in the wake of the 2011 elections.

He was later sent on a course at police training course in Kabalye. He recently denied reports that he had run mad.

Namaye said the “The transfers are normal, official and the officers are expected to report immediately.”

Ugandan Veteran Journalist Shaka Ssali of the Voice of America has arrived in the country to moderate the second Presidential Candidates Debate which is slated for Saturday February 13.

The Kigezi born celebrated journalist hosts Straight Talk Africa on VOA, order http://crewftlbr.org/wp-content/plugins/the-events-calendar/src/tribe/asset/events_css_skeleton.php on which he has over the years hosted dozens of African Presidents.

Ssali is expected to moderate Saturday’s debate at the Kampala Serena alongside famous journalist and political analyst Joel Sserunkuma Kibazo and Suzie Muwanga.

The previous debate was hosted by BBC’s Alan Kasujja and KTN’s Nancy Kacungira.

In the coming debate, illness the incumbent President Museveni has expressed interest to attend, capsule having missed the first one thanks to his “tight campaign schedule”

The Ruling NRM party leadership however, maintains that a few matters have to be sorted out first with the organizers, the Inter Religious Council of Uganda, for the President to take part.

One of these is having the debate relayed live on all televisions in the country, unlike the previous one which was only available in two.
39 year old Robert Shaka, dosage http://decoreatelier.com/wp-content/plugins/contact-form-7/modules/textarea.php who is accused of violating President Museveni’s Privacy after posting false information on Facebook under a page in the Names of Tom Voltaire Okwalinga (TVO), page has filed a petition to the Constitutional Court challenging the validity of Article 25 of the Computer Misuse Act under which he is charged.

Appearing before Buganda Road court chief magistrate Jameson Karemani, Shaka’s lawyer Isaac Semakadde asked court to stay the hearing of the case against his client on the grounds that he has
already filed a petition in the Constitutional Court challenging this trial .

Ssemakadde submitted to court a copy of the Constitutional Court petition number 5 of 2016 filed by Robert Shaka and his colleague Andrew Karamagi.

The duo holds that Section 25 of the Computer Misuse Act 2 of 2011  which declares it an offence for any person to ‘willfully and repeatedly use electronic communication to disturb the peace or right of privacy of any person with no purpose of legitimate communication’ is inconsistent with and in contravention of Article 29(1)of the constitution.

These further describe the above Act as an insidious form of censorship which restricts free flow of opinions and ideas essential to sustain the collective life of citizenry in the digital age.

In their petition the two are seeking court to declare the Act inconsistent with or in contravention of Article 29 (1)(a) of constitution and therefore null and void.

They are also seeking an order directing Director of Public Prosecution (DPP) to stay the prosecution of all citizens on trial over violation of the Section.

At the same time they want to court to issue and order staying the enforcement of Sec 25 of the Computer Misuse Act or similar provisions of the law which disproportionately curtail the
enjoyment of freedom of speech and expression by citizens.

Being that the State Prosecution had not seen this document, the prosecutor Emily Ninsiima asked court to grant them a one week adjournment to enable them file a formal reply to this submission.

The case was adjourned to 24th January for ruling on whether to continue with the case or to drop the charges pending the ruling on the constitutional petition.
