Riek Machar Sets Terms for Meeting Salva Kiir

The recent fighting between forces of the two principals left over 270 people dead and property worth millions of dollars destroyed.

The clashes created unprecedented levels of mistrust between Kiir and Machar, what is ed compelling the latter to flee his base in Jebel.

Machar is understood to be hiding at a diplomat’s residence in a Juba suburb.

Since then, Kiir has been pleading with Machar for a meeting.

“I talked to Dr. Riek. I talked with him and I asked him to come but it was difficult for him to accept,” Kiir said at a press conference early this week.

However, meeting UN Secretary General Ban Ki-moon, Ugandan president Yoweri Museveni said he had taken interest in Machar’s concerns.

“Museveni has proposed three issues that need to be immediately handled including a regional protection force (in the transition period) for Vice President Riek Machar who does not trust SPLA for his protection,” Museveni told Ban on the sidelines of the African Union Summit in Kigali, Rwanda.

Machar, according to Museveni, also proposed “no new fighting in Juba and working towards elections and democracy as soon as possible.”

IGAD’s Joint Monitoring and Evaluation Commission (JMEC) Chairperson Festus Mogae also hinted on providing Machar with adequate security.

“The First Vice President, on his part, also expressed a willingness to meet with the President, provided his security was assured,” Mogae told IGAD leaders in Kigali.

Kiir’s failure to resolve his differences with Machar has created unease in the country that continues to teeter on the verge of yet another catastrophic civil war.

Machar’s residence and barracks at Jebel were shelled in the recent fighting.

During the December 2013 fighting, Machar fled Juba before the breakout of a disastrous war.
