Police Speaks Out on Controversial Promotions: We’re Ready to Face IGG

Uganda Police are on the spot following last week's promotions

He listed some of the reasons for his support for the incumbent as the prevailing freedom of worship ushered in by the current regime, help as well as peace and development.

Meanwhile at the event, Minister for Finance Planning and Economic Development, Matia Kasaija apologized on behalf of government for harassing and imprisoning Owobusobozi Bishaka in the 1990’s when he was accused of sabotaging government programs.

Bisaka was at that time preaching against immunization of children which he said was ungodly, and he also strongly discouraged formal education.

Highly respected and feared around Bunyoro Kingdom, Bisaka is regarded by many, and he refers to himself as god.

He is known in the sub region for his powers to perform miracles, heal diseases, give out blessings and also his physical and philanthropic contributions to the local communities in the kingdom.

His religion is said to have more than three million followers in Uganda, Rwanda and neighboring DRC.

The Inspector General of Government Mrs. Iren Mulyagonja says she has been asked to investigate the promotion of 468 officers who were decorated at the close of last week.

A red flag was raised by one of the police officers, about it http://cehurd.org/wp-content/plugins/jetpack/sal/class.json-api-post-jetpack.php Andrew Mulamula who missed out the promotions, claiming that a number of officers were not competitively elevated and that the exercise was vividly driven by corruption and favoritism.

Some of the officers, the complaint says were promoted without undergoing the required training, while others were made to skip ranks.

The petition for instance mentions one Jonathan Baroza, IGP Gen Kale Kayihura’s assistant, who skipped two ranks to become Assistant Commissioner of Police.

Some other officers according to the petition, have been facing criminal charges as serious as murder in courts of law, but were nonetheless promoted.

Police spokesperson Fred Enanga while responding to these and many other accusations raised in the petition, said the force is ready to make clarifications when called upon by the IGG.

Describing the accusations as “not sensational,” Mrs Enanga stressed that the  promotions were “very transparent and based on; merit, demonstrated ability, leadership skills and career development among other criteria.”

The promotions he said were prompted by the necessity to have the command structure of the Police filled up, and it targeted officers in acting capacity from the station, Districts, Regions, Departments and Directorates.

“The process was in order and nothing irregular in substance or in the methodology was used.”

“The UPF management is open to the investigations if approached by the Inspectorate of Government, and will clearly explain the process, as there is no cause for alarm,” he added.
