Mr Kiiza told Chimpreports he invested Shs. 10million to put together his improved projectile and says he wants to hand it over to President Yoweri Museveni for launching.
Describing his innovation as a big achievement after months of hard work, Kiiza challenged government authorities to bring in the best experts to test his product before dismissing it.
He says the device, which he calls the SAM Missile has a range of up to 450 miles.
Kiiza previously made attempts to fabricate a machine similar to a missile in June 2012 but Police arrested him from his workshop in Hoima Municipality.
After undergoing interrogation, Kiiza was released without being prosecuted in the courts of law.
He told the media that despite being arrested seven times since 2012, he has never abandoned his dream.
Kiiza claimed to have researched on the internet how missiles are made in countries like USA, China and North Korea.
He plans to write to Hoima RDC Isaac Kawooya to link him to relevant authorities and the president.
But when contacted, Kaawoya cautioned journalists against dealing with Kiiza saying he has never reached his office and does not know him.
Kawooya advises Kiiza to visit his office for discussion.
