PAC Grills MAK Officials on Shs 500 Million, ‘Bribing Students,’

Parliamentary Public Accountability Committee (PAC) chaired by Hon Angelina Osege, view on Tuesday quizzed officials from Makerere University over Shs. 511, ed 171, 395 unaccounted for funds.

The officials led by the University Secretary, Charles Barugahare were appearing before the committee to respond to queries raised in the Auditor General’s report of 2014/15.

The said amount was cited by Lwemiyaga MP, Theodore Ssekikubo, who expounded, “There are some cases you need to throw more light on for instance payment of Sh4Million paid for the purchase of toner cartridge, a direct procurement without clearance from the contracts committee, no invoices, payments receipts and proof of delivery.”

The report further indicated that payment was made to Mr. Kasiimo T, a total of Sh15m for the preparation of President Museveni’s visit on September 12.

Ssekikubo wondered how the University would go ahead to fund from their meager resources State House activities, an institution that is well facilitated.

“You also gave money to Mr. Muhumuza Sh4M as facilitation for emergency demobilization of students’ demonstration. You mean you buy off students to disband strikes instead of convincing them, that was a Kifeesi kind of payment.”

He added, “Money paid to Nalubowa a total of Sh31M for guild elections 2015. I thought this activity is well structured which funds are still not accounted for.”

In his response, Makerere University Secretary Charles Barugahare requested that the university be allowed to be table more accountability responses which will offer all the details to the expenditures.

This was however rubbished by the members who noted that the issues at hand are beyond accountability but an issue of lack of morality in spending.
