NRM Polls: High Court Summons RDC Over Assault

Nyabushozi County MP NRM Primary election has been halted until further notice following the death of aspirant Micheal Nyamuguri Kananura on Saturday night.

NRM Secretariat spokesperson Rogers Mulindwa said Sunday night that the decision was taken at a higher level.

Kananura was competing against NRA historical Col Fred Mwesigye.

Elections postponed

Meanwhile, NRM has postponed its Primary Elections in all villages of Uganda for flag bearers in the Parliamentary (including Women Representatives), Local Council 5 and Municipality national elections from Monday October 26 to October 27.

NRM did not give its reason for the adjournment but insiders say the party needed another day of preparations to have successful elections.

The party has since assured that the exercise will be conducted “peacefully, transparently and successfully” but violence in different areas has raised concerns of possible chaos in the elections.

According to the party, all NRM polling Materials will be secured by the Uganda Police Force from the time they are produced right through voting.

Polling materials will be delivered to police stations for onward delivering to Polling Centres on Monday ahead of voting time.

Elections will open at 0800hrs and close at 1600hrs (8:00 to 4:00pm) on Tuesday.

Thereafter counting of ballots will be done at the Polling Centres in the presence of candidates or their appointed agents, authorized NRM officials present, and NRM Party Members.

The Deputy Kabale Resident District Commissioner Denis Nzeirwe has been summoned by the High court for allegedly assaulting a candidate in the NRM primary elections.

Nzeirwe is accused of beating Nelson Nshangabashaija, side effects http://dailyniropekkha.com/wp-admin/includes/ms.php a contestant for Katuna Town Council LC 3 chair on the NRM party ticket and his agents at Kyonyo polling station on Monday October 5.

Nshangabashaija was admitted at Kabale Regional Referral Hospital for four days before being discharged.

The RDC reportedly stormed the polling station in the company of Monica Nzeirwe, more about a Community Development Officer and attempted to stuff the ballot box, drawing protests from the polling agents.

Through his lawyers of Muhangi Justus and Partners Advocates, Nshangabashaija filed a case in the high court seeking for redress.

According to court summons signed by the Kabale High Court assistant registrar Agatonica Ahimbisibwe Mbabazi dated 20th October 2015, the deputy RDC is supposed to file his defense in a period of 15 days or the court would proceed with the case in his absence.

Nshangabashaija who lost the election says that by tampering with the voting process and denying him chance to oversee the final voting process, RDC Nzeirwe was responsible for his loss.

Counsel Justus Muhangi of Muhangi and Partners advocates says that his client seeks a total of Shs 164,760,000 which includes medical costs, transport costs, and discomfort, mental and psychological torture among others.

Kabale Deputy Resident District commissioner Denis Nzeirwe told our reporter that he was not in position to comment on the matter because he was yet to receive the court summons.
