While Nyombi took the war against Nsubuga on social media platforms, the retired police officer concentrated on tactical mobilisation at the grassroots level.

He mobilised the youth and women into groups to canvass votes for his candidature before wooing Mengo to give Nyombi a run for his money.

Nyombi was among some of the top ministers in Cabinet who were defeated last night.

They include Maj Gen Kahinda Otafiire, Vincent Nyanzi, Tarsis Kabwegyere, Asumani Kiyingi and Daudi Migereko.

In his final remarks, Nyombi pointed to a possible departure from the political scene following the humiliating defeat.

In Ndorwa East, Grace Bekunda Bwesigye won with 9,445 votes followed by Osbert Byamukama with 8,860 votes, Narisicio Twinomujuni 7,265 votes while John Bakeine Tukwasibwe managed only 927 votes.

In Rukiga County, Herbert Kabafunzaki won with 17,482 votes.

His closet contender Edmund Atusasiire Researcher got 9,414 votes; Davis Ariho Rwaburikwire came third with 4,553 votes, and Moses Karugaba got 1,231 votes.

Benson Nyamuteema Ainebyoona, the former Chief Executive Officer of Kabale Institute of Health Sciences  trailed with 1,408 votes.

Patrick Besigye Keihwa, the incumbent LC5 boss retained the seat, defeating Fred Ruhakana.  Frank Kyerere Besigye got 19,060 as Barnabas Tugumisirize trailed with 8,112 votes.

In the Woman MP Primaries, Catherine Ndamira Atwakire got 62,294 votes, Abigail Atukunda 28,989, Pamela Kyomugisha Kihumuro 18,839, Edna Rutasikwa 18,676 and Janet Kiconco managed to take home only 7,480 votes.

On completion of the market research study, the team put the rate at USD 18.5 per sq metre which amounted to USD 77,824 monthly rent.

However, relying on her submission that the inspection happened on May 18, it would imply that it happened a day before the letter to instruct was written.

She admitted that they were under a “lot of pressure” to carry out the assignment from the Ministry, saying; “in normal circumstances, the inspection would take 5 days”.

Rhino Investments Ltd however disputed the figures provided by the inspection and through Tech Consult; a new report was submitted to the valuer’s office.

The report with varying figures was consequently approved by Ms. Kyimuda.

“You must take this seriously because tax payeys’ money was lost. Go and ask your boss (Chief Government Valuer) the official rental rates for buildings occupied by government. If you don’t, we’ll sermon him himself,” said Justice Catherine Bamugemereire, the chairperson to the commission.

It is estimated that more than USD 779,913 was lost by government as a result of the re-evaluation.

Before shifting to Plot 5 Lourdell Rd, UNRA used to pay USD 3,000 per month in 2009 for the building it then occupied which was only a quarter a kilometre away from its current location.

The rate was much more less than what was valued by the Chief Government Valuer’s office at the time.

Wildlife enforcers backed by a team of Police arrested the man identified as John Asiku from Arua North of Uganda.

The suspect, police says, resides in Nakulabye and has been in the business for many years as middleman, who connects the hunters from Congo (DRC) to the ready market in Kampala.

According to Natural Resource Conservation Network [NRCN] which trapped Asiku, before his arrest he had spent over three weeks moving around with the products in a small polythene bag fixed inside a small bag.

“The ten pairs acted as samples picked from 80kgs which we were targeting and which he had promised to deliver the next day if we paid for the samples at $400,” said NRCN spokesperson Laban Muhindo.

Wildlife trafficking is reportedly the main cause of population decline in wildlife species, experts say.  New developments on the continent such as the rise in terrorism have shifted attention to ivory trafficking which has been linked to funding terrorism and is attracting a lot of attention, shifting the spotlight away from the trafficking of other wildlife species.

Whereas Hippos are severely poached for bush meat trade and other specialized illicit trade as was recently discovered.

“The illicit trade in special Hippo parts is adding even more pressure on the populations of hippos and other wildlife products that have been illegally hunted over the years for meat,” said Muhindo.

Hippo meat, poachers believe, can fetch bigger revenues because of the share size of the animals. A mature hippo can weigh over one tone providing enough incentives to poachers and traffickers alike.

Uganda is party to the global convention protecting endangered species internationally. The black market for hippo ivory is still vibrant despite the ban on ivory trade brought by Uganda’s weak laws which attract criminals.

How the hippo ivory trade booms in Uganda remains as mysterious, but it is believed that most criminal gangs are shifting their operational base to Kampala. Sources also blame the law against poaching. They say the law is weak and that corruption is rampant among wildlife officials who work in favor of the gangs.

In neighboring Kenya, the law has been revised, with stiff punitive penalties that have made wildlife trade more expensive.

This, according to observers, has driven most traffickers to Uganda, where penalties sanctioned by the Wildlife Act, are still weak. Currently, the Uganda Wildlife Act is being reviewed; “Proposing a fine of not less than sh15m if someone does not have a permit and not less than five years imprisonment.”
