Mao said according to the Electoral Commission Act Chapter 140 of the constitution, a clean-up exercise of the voters’ register must be done to ensure an updated version which excludes the deceased and those who shifted from the given locality.

“We have noted with concern that the registers that EC has provided to all polling stations have names of the deceased and has abandoned the use of the new updated register,” Mao said.

“For example, from Busia municipality, Akoth Zipopa voter number 07920901, date of birth 1st January, 1962 poling number 4 at Nangwe customs road B in Busia is now dead but the name is back on the register.”

Mao noted that this is a matter of concern since 5000 voters can upset an election and it is unfortunate that EC should play the role of a referee is now playing a partisan role.

“As usual we are extremely vigilant and are to equip our polling agents at every polling station with three documents including; the old register, the clean register and that possessing the deleted names and this is all done to ensure no irregularities.”

Mao reiterated, “We warn the EC not to become a ball in Museveni’s game of political ping pong, the people in Busia should be allowed to exercise their free choice on who should lead them or else there will be no voting.”

Mao added that in case EC goes ahead to use a wrong voters register, polling agents will ensure that the voting will be called off since they have a right under the laws.

The President was Tuesday concluding his 2-day campaign in Busia district where he was drumming up support for Mr. Stephen Oundo Wanyama, who is the NRM flag bearer for the LC5 bye-elections slated to take place on Thursday.

He faces a huge challenge from opposition flag-bearer Deo Hasubi Njoki.

The public rally was held at Madibira Primary School in Busia Municipality.

DP leader Norbert Mao has since threatened that the party could boycott the elections.

The EC said all necessary procedures have been undertaken to realise a free and fair election.

The NRM National Chairman reiterated that the 4 big guiding aims to the electorate when making political choices include peace, development, wealth creation and social development. He advised the people of Busia to throw their weight on Mr. Oundo Wanyama and elect him as LC5 Chairman in the forthcoming elections.

“Please let’s go for Mr. Oundo Wanyama and we shall sort out other issues,” he said.

The NRM Chairman, at this juncture, handed over the NRM flag to Mr. Stephen Oundo Wanyama who wholeheartedly thanked the President for his support in the campaign. Mr. Museveni also received converts from other Parties led by their Chairman Mr. Egessa Geoffrey Ojukwu.

President Museveni, however, emphasized the need for the population to prioritize wealth creation at household levels as household income generation is an individual responsibility.

“For me, the important issue is chasing poverty from your homes so that you are comfortable. You are now here at the public rally; but soon you will be going back home. The problems you left in the morning will welcome you. No sugar, salt, children will be fighting for one blanket; so let’s get rid of poverty in our homes,” he advised.

He added that in rural areas, poverty will be tackled through modern agriculture and in urban areas through cottage industries, artisanship and peri-urban agriculture like mushroom and poultry farming, among others.

At another rally held at Bukwekwe Primary School in Lumino Sub-County Busia district, the NRM National Chairman counseled the electorate not to be swayed to elect the opposition because of some confusion in the Party.

He attributed the mishap to lack of a permanent Secretariat that would concentrate on addressing issues that cause confusion. He assured NRM supporters that all will be sorted out by the new officials of the Secretariat.

“Here in Busia, NRM people have been fighting each other for the last 4 years and nobody has helped them to unite. That is why the new Secretary General was appointed and has already started her work well by uniting the camp of Mr. Gabriel Opio and that of Julius Magamba in Samia Bugwe South,” he observed.

The President further informed the people of Busia of government’s plan to give Busia Municipality a facelift, being a border town and a gateway to Uganda, in order to give visitors to the country a good impression.

He further announced government’s plan of an expanded piped water supply to Busia Municipality, a modern state of the art market and to tarmac the road to Musiita-Namayingo-Majanji on to Busia.
