Museveni Promotes Anti-LRA Operations Commander

The Commander-in-chief of the Armed Forces, what is ed President Yoweri Museveni has promoted
Colonel Richard Otto to the rank of Brigadier.
Otto has been serving as the Contingent Commander of the UPDF units that have defeated the LRA in Central Africa Republic (CAR).
UPDF spokesperson, price Brigadier Richard Karemire told ChimpReports on Saturday night that the promotion was a reward for excellence.

The UPDF this year begun withdrawing from the Central Africa Republic where it had since 2012 been part of the African Union Regional Task Force.
UPDF said the decision to withdraw was premised on the realization that the “mission to neutralize the LRA has now been successfully achieved.”
It further stated that LRA’s “capacity and means of making war against Uganda have been degraded” since senior Commanders such as; Dominic Ongwen, Okot Odyambo and other fighters had over the years been killed, captured or surrendered.
Those who surrendered were reintegrated into their societies of origin.
It could be on the basis of these achievements that Museveni decided to elevate Otto to a higher rank.
Karemire told this investigative website that Brigadier Otto “has been following the LRA for years as an intelligence officer.”
In 2015, Brigadier Otto graduated from the National Defence College of India.
As of now, UPDF believes Joseph Kony has less than 100 armed fighters and remains weak and ineffective.
“He no longer poses any significant threat to Uganda’s security and Northern Uganda in particular,” said Karemire in a recent statement.
The UPDF says its operations have contributed significantly to the restoration of peace and tranquillity in big areas of the Central Africa Republic (CAR).
Asked whether there was any hope left in capturing Kony, Karemire responded:
“The hunt continues by other AU RTF troops.”
The UPDF says it remains ready to support the capacity building of the Armed Forces of Central Africa (FACA) for counter LRA operations and may also join the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) under a strengthened mandate to effectively deal with LRA.
Brigadier Otto also served in Somalia as Chief of Operations at AMISOM Force Headquarters in 2013
