President Museveni recently said he had established a tribunal to investigate claims of shocking levels of corruption at UNRA.

He said the cost of roads is inflated while ghost companies continue to win multi-billion contracts.

Museveni also expressed shock that some road construction companies are doing shoddy work despite receiving billions of shillings from UNRA.

He expressed confidence that Kagina, the no-nonsense Executive Director, would fight the thieving officials at UNRA and implement reforms needed to deliver quality road services to the people.

The Commission of inquiry is headed by Justice Catherine Bamugemereire.

In her memo to staff, Kagina said, “All those who will be summoned must ensure that their immediate supervisors are notified of their absence from office for the period they are before the Commission.”

She added: “Security of documentation and information is paramount and all those in charge of registries and other document and information registries must take responsibility for the documents and information under their charge.”

Kagina, who is credited for transforming Uganda Revenue Authority from a den of thieves to a shining and efficient tax collection body, further warned that the Commission will require all staff’s cooperation to do its work effectively.

“This is an opportunity for us to begin the process of transformation of the UNRA and for us to improve our performance and regain public trust.”
