Minister Tumwebaze: Besigye Swearing In Is Illegal

The Minister for Presidency and KCCA, discount http://crfg.org/wp-admin/includes/class-wp-importer.php Frank Tumwebaze has said the threat and attempts by the former presidential candidate Dr. Kizza Besigye to swear in as Uganda’s president is illegal, recipe theatrical, clinic and only for media cameras.

While addressing the press at Uganda Media Center on Monday morning ahead of President Yoweri Museveni’s Swearing In ceremony slated for Thursday this week, the outspoken Tumwebaze stated that the event is only for the elected person (Museveni) not the loser (Besigye).

“The swearing in is a constitutionally mandated event strictly for the elected candidate and in this case President Museveni not the loser Besigye who is desperately trying to remain relevant. His (Besigye)
antics are irrelevant and only for the camera,” Tumwebaze said.

The Minister stressed that the National Resistance Movement government follows the constitution unlike the Forum for Democratic Change party which is engaged in illegal activities under the brand of
defiance.

“In NRM government Constitutionalism is second to none. Besigye and his FDC seem to be addicted to illegalities like the defiance campaign which aims at destruction not developing Uganda. The fact that Besigye speaks and we keep quiet doesn’t make him right. Many times we just ignore him.”

President Museveni was declared by the Chairman Electoral Commission, Dr. Badru Kiggundu as the winner of the 18th February 2016 with over 60 percent while Dr. Besigye became second with 35 percent of the vote.

Museveni’s victory was unanimously upheld by the highest court of the land – The Supreme Court when 9 judges led by the Chief Justice Bart Katureebe dismissed the petition filed by former Prime Minister Amama Mbabazi.

Besigye who was unable to file his own petition declared that the election was rigged and that he had won.

The FDC party says they will be searing in Dr Besigye on the same day as President Museveni.

According to Tumwebaze, Besigye’s move is also laughable since the swearing in ceremony is exclusively performed by the Chief Justice not anybody picked from the streets.

“The swearing in is constitutionally only done by the Chief Justice and on that day he will be at Kololo Independence Grounds. Besigye’s case is laughable since it is not any quasi lawyer from Owino that can
swears in a president,” Tumwebaze stressed.
