The embattled former honorary consul of Malawi to Uganda has been renting Mbarara districts land in Rwebikoona, pharmacy http://cikza.com/wp-content/plugins/social-popup/admin/fields.php Kamukuzi Division for over five years.
Rukaari, who was relieved of his ambassadorial duties following a marital scandal, has been running his international consultancy firm AMPROC in the said property.
According to Mbarara District vice chairperson Godfrey Baryomunsi, Rukaari rented the district land in 2010, which was previously occupied by UNICEF.
An agreement was signed that he was to pay a month Shs. 3.42million, and that this was to be reviewed after two years.
Baromunsi says that from April 2013 up to date, Rukari has never paid a cent to the district. This is in spite of the numerous reminders that have been sent to him.
According to the Vice Chairman, the district intended to lease out the land to Mrs Rukaari to develop it, but only after he cleared his arrears.
The district has now decided to drag the former envoy to courts law over the debt that has now grown to Shs. 130,036,000.
The district chairman J.B Bamuturaki confirmed that in their previous meeting, district councilors ordered the executive to source a lawyer together with a solicitor general to stand in for the case opened against Mr Rukaari.
Bamuturaki said that such a huge sum of money could be used on many of the poorly funded district programs.
“We are implementing the resolution of the previous council sitting to have all defaulters pay up by all means because the council has no money and its work has to continue,” he said.
Mbarara district is also owed by a number of other politicians and individuals occupying its district staff houses in Kamukuzi.
Among these are former Rwampara Constituency MP Hon. Vincent Mujuni Kyamadidi with a debt of UGX 500,000, former Mbarara RDC Clement Kandole 1.2million and Rachael Mirembe Arinaitwe 2.6million.
