Prof. Venansius Baryamureeba has today unveiled his 12 point manifesto ahead of the forthcoming presidential polls in 2016.
Baryamureeba while addressing a press conference at City Royal Hotel in Kampala on Friday said that his manifesto is in consideration of Uganda’s vision 2040 and National Development Plans.

The presidential candidate intends to allocate at least 20 percent of the budget to education as well as review policies and laws in the sector.
“My government will ensure that every Ugandan regardless of family background accesses quality education at any level of education systems,” he said.
He also pledged to provide education loans to higher education students and increase teachers’ remuneration to encourage people to join the profession.
In the manifesto, health will be allocated 16 percent of the budget because of ‘its strategic importance’. Baryamureeba said he will invest in rehabilitating and establishing new hospitals and also reviewing salaries of medical personnel.
On the issue of job creation, Prof. Baryamureeba said “One way government can create jobs is to invest in quality education and training “This he aims to achieve through setting up a Youth Development Bank to offer low interest loans to youth with unique start ups and SMEs.
“Agriculture is the backbone of our economy and is source of livelihood for over 70 percent of the people. We’ll set up cooperatives from the grass roots to facilitate easy mobilization of farmers” he said.
He also promises to revive the Uganda Cooperative Bank to extend financial services to cooperatives.
Other sectors that the Barya government intends to invest in are; infrastructure, good governance, introduction of a minimum wage and industrialization.
Prof. Barya noted that tolerance of corruption is what has resulted into poor service delivery because it fleeces resources from the most vulnerable.
“My government will develop a system of wiping out corruption and ensuring that corrupt officials are punished severely” He urged Ugandans to shun leaders who engineered bad laws and who have promised but failed to deliver.
Baryamureeba will officially launch the manifesto on October 5 the same day when he will be nominated as a Presidential candidate.
Prof. Venansius Baryamureeba who’s the Vice Chancellor of Uganda Technology and Management University (UTAMU) declared his intention to stand for Presidency in May. He is so far the first presidential candidate to return nomination lists endorsing him to run for top seat.
Democratic Party President Norbert Mao has said that the fact that majority members of the TDA entities rallied behind former Prime Minister Amama Mbabazi, rx http://cfbtoman.com/wp-content/plugins/jetpack/modules/widget-visibility.php this makes him the official coalition flagbearer.
Mao made the remarks on Friday afternoon during a press briefing by Mbabazi and his team at the TDA headquarters in Naguru.
“We reached a deadlock during the TDA summit meeting on Wednesday. A clear decision based on an overwhelming majority was taken that Mbabazi is the preferred joint presidential candidate, more about ” Mao said.
“This deadlock has resulted into some people thinking TDA has two presidential candidates whereas others believe that if all parties to the coalition protocol were faithful and acting reasonably, look we would be stating the obvious that Mbabazi is the preferred candidate.”
TDA spokesperson and Leader of Opposition in Parliament Wafula Oguttu told journalists on Wednesday that Democratic Party, Go Forward Pro-Change, People’s Progressive Party, Uganda Federal Alliance and UPC had rallied behind former NRM Secretary General Mbabazi while Ken Lukyamuzi’s Conservative Party and FDC had rallied behind Dr. Kizza Besigye.
This according to Mao put the opposition coalition at crossroads because the summit failed to reach a consensus which he said is wrong as there can only be one candidate.
“The protocol has no room for more than one TDA presidential candidate and the purpose of the coalition was the unity of democratic forces with an aim of defeating the Museveni regime in 2016.”
The Democratic Party stung FDC presidential flag bearer Dr.Kizza Besigye saying he has lost to President Museveni on many occasions and no longer has strength to win.
“Museveni has been in power for many years and there are those who have mastered losing to him 3 times. Those who talk about change and indeed have been talking about change for a long time .However the times and task at hand require a leader who can cause regime change,” the DP president said.
Earlier while speaking to journalists, Besigye invited Mbabazi to join him in FDC so as they fight together and capture power in the forthcoming elections.
