The passing of Kampala Capital City Authority budget for the coming financial year 2015/2016 has currently stalled at Parliament due to a confrontation between government and as the opposition side on the fate of embattled Authority’s Lord Mayor, page generic http://danielpyne.com/wp-includes/rest-api.php Erias Lukwago.
The controversy erupted at Parliament Wednesday afternoon when the clerk to the house announced the tabling of the KCCA Policy Statement that contains the budget to run the only city in the country for next financial year.
Many opposition members immediately took to the floor of Parliament asking whether the Lord Mayor has been accepted back to his seat as agreed by Parliament in December last year.
The Leader of Opposition Hon Wafula Oguttu reminded Kadaga that her Deputy Jacob Oulanyah had ruled on December 19, more about cialis 40mg last year that this matter and any other concerning KCCA would not be touched again on the floor of parliament, before the issue of the Lord Mayor is resolved.
In response, the Prime Minister Dr Ruhakana Rugunda who is leading government side on the negotiations with the opposition told MPs that there is progress going on and the policy statement should be passed by Parliament.
Rugunda noted that they have held several meetings with the Leader of Opposition and that there is a new Bill being presented to streamline KCCA governance. However, the opposition rejected his submission saying there is no breakthrough.
“The issue is an office [of the Lord Mayor] not being filled, not a new law. For as long as the House honors itself, we should stand by our word,” insisted Sorori MP Angeline Osege.
But in an unusual turn of events, Speaker Kadaga went ahead and overruled her deputy’s earlier decision and allowed the KCCA budget to be tabled.
This was done by Ethics and Integrity Minister Hon Fr Simon Lokodo, amidst furious contestation from opposition members of parliament.
