The President congratulated 3rd Deputy Prime Minister and Minister for East African Affairs, Mr. Ali Kirunda Kivejinja, the Minister of Internal Affairs, Ms. Rose Akol Okullu and State Minister for Industry, Mr. Michael Werikhe upon their new appointments.

Museveni, told the Minister of Internal Affairs to fight the rampant corruption, especially in the Department of Immigration and the Police.

He called for the conclusion of the National Identity Card Project that had been started by late Internal Affairs Minister Gen. Aronda Nyakairima.

He also referred to corruption in the Ministry of Trade, Industry and Cooperatives that he said has led to sabotage and killing of many developmental projects in the country.

Museveni castigated some departments that are famous for killing development projects, especially those established by investors in Uganda to enhance the national economic growth.

He cited the Uganda Investment Authority (UIA) as one of the departments that have killed investments.

He also mentioned the Palm Oil Project that is based in Kalangala district, as one of the programmes that are being sabotaged and killed leading investors to relocate to other countries.

The President also noted that the Namanve area in Mukono district that is supposed to be an Industrial estate by now, but has been killed because the money that was given by the World Bank was misused and the allocation of land done in a corrupt manner.

He further disclosed that some of the sites given to investors in the Namanve area were in swampy water logged areas. He, therefore, wondered why such land is given to investors when it is prone to floods.

Turning to the Minister for East African Community Affairs, the President urged him to follow up on the regional treaties especially the one on the issue of the East African integration.

He noted that whereas other treaties are progressing well, the one on regional integration was not moving accordingly.

Also present at the swearing in Ceremony was, the Prime Minister, Dr. Ruhakana Rugunda, the 2nd Deputy Prime Minister and Minister of Public Service, Mr. Henry Kajura, Chief Justice, Mr. Justice Bart Katureebe, Deputy Speaker of Parliament, Rt. Hon. Jacob Oulanyah, Inspector General of Police, General Kale Kayihura and the Commissioner General of Prisons, Dr. Johnson Byabashaija.
Star marathon runner Moses Kipsiro clocked one hour and 41 seconds as Ugandan athletes continued to flounder behind Kenyan and Ethiopian counterparts in the Airtel Delhi Half Marathon that took place over the weekend.

Legese beat his compatriot, Mosinet Geremew with just one second as Eritrea’s Zersenay Tadese finished third with 59:24.

Another Ugandan, Jackson Kiprop completed the 21-km race in a time of one hour, 2 minutes and 30 seconds coming in distant 14th place. Kenyan duo of Edwin Kiptoo and Jonathan Maiyo finished fourth  and fifth respectively but were given the same time of 59 minutes and 26 seconds.

In the ladies race, Kenya’s Cynthia Limo claimed the title inside one hour, 8 minutes and 35 seconds outsprinting her compatriots Helah Kiprop and Gladys Chesire who finished in the podium places.

The winner of both races takes home USD 27,000. Kipsiro scooped USD 3,000 (UgX 10.2 M) for finishing 8th. Only top ten performers are awarded.
