Kayihura Transfers, Byakagaba, Kafeero in New Reshuffle

Police boss Gen Kale Kayihura has shuffled senior police commanders in what appears a move to bolster road safety and combating crime in the country.

Assistant Inspector General of Police, unhealthy Abbas Byakagaba has been appointed Commandant Police Senior Command and Staff College, Bwebajja.

The new appointment marks the end of his reign as Kampala Metropolitan Commander, a position he took over just a few months to the 2016 elections.

He also served as Counter Terrorism Commander and head of Police in the Oil-rich Albertine Region.

Byakagaba replaces CP Moses Kafeero Kabugo who proceeds to Musanze, Rwanda on Senior Staff and Command course.

CP Frank Mwesigwa, who has been serving as commandant Kabalye Police Training School, takes over from Byakagaba as the Commander, Kampala Metropolitan.

Mwesigwa is being replaced by ACP Micheal Mugabi. SSP Ezekiel Emitu will serve as Mwesigwa’s Deputy.

SSP Emilian Kayima, who served as Deputy Police Spokesperson, leaves CIID headquarters where he was in charge of Land Division to steer the ideology desk.

The KMP Political Commissar is tasked with ideological orientation (attitude and values), discipline, morale and public relations. Kayima will replace Patrick Onyango.

In a message to all units, Gen Kayihura on Tuesday sent Francis Boro and Musa Birunda to the Directorate of Counter Terrorism.

SCP John Nuwagaba takes over as Deputy Director Operations while Stephen Tanui will head for a course at Bwebajja.

The two officers boast considerable experience in covert counter terrorism operations.

To strengthen Kampala security, Kayihura has appointed Godfrey Kaheebwa as Acting Regional Police Commander, Kampala Metropolitan South.

This officer was influential in special police operations during the opposition-instigated defiance campaigns especially in Kampala.

He also served as police commander in Kabarole District, a term of office that saw him clash with supporters of rebellious Tooro Prince Kijanangoma on Fort Portal Streets.

His new position appears a promotion and reward for the stability in Kampala.

Thomas Kasiimo heads to Police headquarter as Counter Intelligence boss.

To boost road safety operations, Kayihura named ACP Charles Ssembabulidde as Assistant Commissioner of Police for Traffic Law Enforcement.

SP Scovia Birungi also was sent to the Directorate of Traffic and Road Safety, amid increased accidents on country roads.

The IGP also appointed Paul Mujuni Nkore as Deputy Commandant, Tourism Police.

Also important to note is the appointment of ACP Anatoli Muleterwa as Deputy Commissioner of Police in Charge of Crime Prevention.

Graciano Nkurunziza, who is fresh from a course at the Police school at Bwebajja, heads to the Central Police Station as OC Station.

Martin Odero has been appointed Deputy Commandant Police Training School, Kabalye. He has been among the school’s instructors. He was elevated to his current rank in February 2016.

Superintendent of Police, Joseph Bakaleke Gwaido takes over as Kampala CPS District Police Commander.

It is understood SP Moses Nanoka and ASP Patrick Muhumuza, who are accused of beating up Dr Kizza Besigye’s soldiers will face disciplinary action.

Deputy Police Spokesperson, Polly Namaye confirmed the transfers, saying they were “normal” and “take immediate effect.”
