Kagame Drops Airforce, Military Intelligence Chiefs in New Reshuffle

Brigadier General Joseph Demali is no longer Air Force Chief of Staff

Sarah Nyirabahitsyi Mateke has lost her bid to hold the National Resistance Movement party flag for the Kisoro Woman Parliamentary seat come 2016.

The daughter of State Minister of Regional Affairs Dr. Philemon Mateke was floored in Tuesday elections by her long time arch rival Rose Kabagyenyi.

Kisoro District NRM registrar Tadeo Mujambere on Wednesday afternoon announced Kabagyenyi as the winner of the polls with 18, information pills http://ccrail.com/wp-admin/includes/class-file-upload-upgrader.php 425 while Nyirabahitsyi trailed with 9,146 votes.

Meanwhile, Sam Bitangaro was officially declared victorious in the Bufumbira South NRM MP race.

Bufumbira North was taken by the incumbent John Kamara with Kisoro Municipality being scooped by Sam Byibisho after defeating Paul Kwizera, the son of Agriculture Minister Tressy Bucyanayandi.

Abel Bizimana won the district LC5 race after defeating the incumbent Milton Mutabazi Bazanye.

In Bufumbira East, former Ethics Minister Dr. James Nsaba Buturo has bounced back, defeating incumbent Eddie Kwizera.

This was sweet revenge considering that Buturo was humiliated by Kwizera in the 2011 elections.

In this election, Buturo obtained 14,354 votes against Kwizera’s 11,736 votes.
Opposition Democratic Party (DP) is on the verge of disintegrating into further factions following the recent development were the party Vice President Western Region Imam Makumbi openly pronounced support to Forum for Democratic Change (FDC) flag bearer Col Kizza Besigye.

“I am a Muslem and I can tell you that no one can ever convert to Islam today and become a Sheik the next day.”

Makumbi referred to Amama Mbabazi as a new convert who can’t be trusted to lead the opposition at such a crucial moment.

Makumbi wasn’t the only DP member present at Besigye’s rally. Others included; Allan Ssewanya the DP flag bearer Makindye West Constituency and all the Platform for Truth and Justice (TJ) members led by the Lord Mayor Erias Lukwago and Kato Lubwama.

The decision by Imam Makumbi is an expression that some party members never agreed with Norbert Mao’s position to support Amama Mbabazi.

However, the party National Vice President and East African Member of Parliament, Fred Mukasa Mbidde told Chimpreports that he (as the head of the Forum of Vice Presidents in the party) is aware of Makumbi’s position and is in touch with him to ensure that a common ground is reached.

“His issues against taking the party’s common ground of supporting Mbabazi are still being discussed and we believe it’s not yet too late to reach a common ground,” he said.

The affected officers include Brigadier General Joseph Demali who has been dropped from the position of Air Force Chief of Staff.

Demali, who also served as Airbase Commander for Kanombe Air Force Base, was replaced by Brigadier General Charles Karamba.

Karamba is now responsible for Command, Control and Management of the Rwanda Air Force and advises the Chief of Defence Staff (CDS) on Air Force matters.

Brig Demali is a pilot with more than 2,300 flying hours in a variety of rotary and fixed wing Aircraft, according to the Ministry of Defence.

With an extensive wartime and relief operational experience, Brig Demali is also trained in Computer Networking and Software, Resource management and International Legal studies (DIILS).

Married with three children, Brig Demali has undertaken several military training courses including Air Power and Air Command and Staff courses at Air University, USA.

Demali’s successor, Karamba, has been serving as RDF Command and Staff College Commandant.

The army publicist did not reveal the reasons behind the changes.

Military spy chief dropped

Another senior army officer expected to report to General Nyamvumba’s office is Chief of Military Intelligence (J2), Lt Col Franco Rutagengwa.

Rutagengwa was appointed to the sensitive position in 2012 in a widely-publicised reshuffle that saw Col Francis Mutiganda take over as Director General of External Security and Major General Frank Mushyo Kamanzi appointed as the new Army Chief of Staff.

Interestingly, in the new reshuffle, President Kagame has appointed Maj Gen Richard Rutatina to replace Rutagengwa.

It should be remembered that Rutagengwa was replaced by Rutatina in 2012.

That was after Rutatina and then spy chief, Col Dan Munyuza were suspended and put under house arrest over acts of indiscipline.

More changes

Meanwhile, in the changes announced by Brig Nzabamwita, President Kagame appointed Brig Gen Innocent Kabandana as Commander Support Operations Force (SOF).

Kabandana has been serving as Defense Attaché at the Embassy of Rwanda in Washington DC.

He will be succeeded by Col Vincent Nyakarundi, the first ever Military Attaché to the United Nations (UN) in New York, USA.

Maj Raoul Bazatoha was promoted to Lieutenant Colonel and appointed Defence Advisor, Rwanda Permanent Mission at UN, New York.
