KADAGA: Gov’t Sh’d Stop Taking Parliament for Granted

According to Officials from Uganda Media Center, President Museveni will be the main Celebrant.

Special Guests from abroad are also expected to grace the occasion.

The president who invited Ugandans to come and celebrate 53 years of Independence, has directed that all who will attend, will eat to their satisfaction.

Fifty guard groups of Uganda People Defence Force (UPDF), Police,and Prisons are set to participate at the ceremony.

“They will be beginning rehearsals on Oct 4, 2015,” a media Center official revealed.

Kaunda grounds have hosted most of the major functions in Gulu District including the Pope’s Visit in the region in 1993.

The Speaker of Parliament, thumb http://closdescapucins.fr/wp-includes/comment-template.php Rebecca Alitwala Kadaga has warned that government must exhibit seriousness by not taking its legislative arm for granted.

Kadaga made the strong warning while chairing a special parliamentary sitting on Tuesday to discuss three “urgent” Bills brought by government for consideration.

Members of Parliament were on Monday called back from recess to handle the proposed legislations – including the Presidential Elections (Amendment) Bill, shop 2015; the Parliamentary Elections (Amendment) Bill, 2015; and the Electoral Commission (Amendment) Bill, 2015.

The house was supposed to sit at 10:00am with Kadaga arriving on time.

Unfortunately there was no single government minister in the house including the Attorney General who was supposed to present the bills.

The behaviour of the government ministers and the entire ruling National Resistance Movement party members angered the House.

The Speaker virtually had no one to direct her questions to since the Leader of Government business, Dr Ruhakana Rugunda and the Government Chief Whip Hon Ruth Nankabirwa did not delegate anyone to represent them in Parliament.

Two of the three bills are about elections and came at a time when some of the activities for the 2016 general polls had already started.

MPs’ travel

Kadaga wondered why the government that itself brought the Bills remained unserious.

“All members were recalled from their constituencies for an urgent sitting and people struggled to come from upcountry. It is very unfortunate that the government takes that for granted. The government should stop taking Parliament for granted… they should stop!” Kadaga charged.

The Presidential Elections (Amendment) Bill, 2015 seeks to revise the nomination fees payable by candidates; modify the facilitation provided for a presidential candidate and remove the requirement for a candidate to campaign in every district.

The proposed legislation also intends to provide for polling stations to close at 4.00pm on polling day and require the Electoral Commission to provide for persons engaged in electoral activities or on duty in specific professions or areas vote.

Both matters are critical at this moment that the Electoral Commission is remaining with only a month to flag off presidential, parliamentary and Local Council campaigns.
