Kabale: District Speaker Attacked for Dishing Out Land to DPP, IGG

The councilors who stormed out of the meeting

Four Kabale district councilors on Thursday stormed out the district council meeting protesting the conduct of the district speaker Loy Zikampereza.

These accused Zikampereza of dictating on the recommendation from Parliament’s Natural Resources, http://clipvoice.it/administrator/components/com_banners/tables/banner.php Production And Marketing Committee to allocate one acre of land to the Directorate of Public Prosecution-DPP and another acre to the Inspector General of Government-IGG on 49 years lease.

On 30th August 2016 , Kabale district chairperson Patrick Besigye Keihwa tabled two motions for allocation of two acres of land at Kikungiri for construction of regional offices of two departments of IGG and DPP.

Keihwa told the council that the IGG asked for the land in a letter dated 26th August 2016 and the DPP in a letter dated 5th of May 2015.

However some councilors opposed to requests and proposed to allocate one acre of land to both offices to construct their offices, claiming that the district was losing a lot of land in donations.

They also proposed to vote since they had failed to agree, which the speaker refused saying that allocating one acre would mean chasing away services brought nearer to people.

This angered the councilors who decided to storm out accusing her of stepping out of her mandate and dictating over council.

Patrick Keihwa the district Chairman condemned the councilors who stormed out saying they failed to understand the motion.

He also commended the speaker for not allowing voting on such contentious issue and he asked the councilors  to stop mixing politics  with development saying that the land is not being sold but given to government  institutions  that are meant to serve the people  of Kabale.
