Kabale District Chairman, MP Fight Over New District

A heated altercation ensued last Saturday between the Rubanda County East Member of Parliament Henry Ariganyira Musasizi and Kabale LC5 Chairman Patrick Besigye Keihwa over the criteria though which the steering committee for the newly created Rubanda district was selected.

The duo was appearing on the Kabale based voice of Kigezi FM radio’s  political political talk show Orukiiko.

The new district was created out of Kabale District and is slated to commence operations on July 1st.

The MP questioned where the Kabale District Chairman Besigye obtained the authority to appoint a steering committee to lead the new district until it becomes operational.

Mr Besigye appointed the Kabale district Speaker Mr. Pastoli Twinomuhangi to lead this team. The MP stated that the Kabale district chairman has no authority to appoint a steering committee for another autonomous district, and that he did not even consult the leaders of Rubanda, either him (Musasizi) or the newly elected Rubanda county west Member of Parliament Eng. Denis Sabiti.

“Keihwa is the chairperson of Kabale not Rubanda; he should stop interfering in the affairs of Rubanda,” charged the legislator.

Keihwa however, responded that he was not bothered by Musasizi’s attacks, noting that all he did was under his mandate.

He noted that the newly formulated district since it’s not yet operational, is still under his jurisdiction.

“I have not imposed anybody on the people of Rubanda district. What I did was appoint a task force to carry out general planning ahead of the official commencement of Rubanda District. The Section 180 and 182 talked about shall be applicable after July 1 but not now,” Keihwa said.
