Cop Impersonator Arrested By Rwanda Police
Rwanda Police have arrested a man identified as William Sano for impersonating a Criminal Investigation Department (CID) officer before swindling Frw 120,000 Francs from one Meddy Kitanywa.
Kitanywa wrote an SMS to one Faustin Rwamakuba, threatening to kill him for making out with his wife.
Rwamakuba sought advice from his friend Lucien Mutabazi who in turn advised him to report the matter to Police suggesting to call William Sano who he claimed worked for CID.
Once they had been introduced, Sano called Kitanywa asking to meet and discuss the death threat allegations.
The two met at Sports View hotel where Sano threatened to arrest Kitanywa unless he paid Frw 30,000 to Rwabukumba to settle grievances and alo Frw 50,000 to Sano as a refund on fuel, airtime and time he wasted over the case. Kitanywa paid both by cheque.
Sano further instructed Meddy to pay for CID “expenses” the following day which after phone consultations with his “secretary” claimed they amounted to Frw 250,000.
Sano added that Kitanywa had to bring the money to CID offices with a photocopy of his Identity card.
On his way to CID offices at Kacyiru, Kitanywa was told to instead head to the airport where Sano had worked from.
On arrival Sano wrote on a piece of paper stating that Kitanywa was innocent of the charges but was asked to pay another Frw 15,000 for fuel. Sano also informed Kitanywa that his “secretary” had made errors and that Kitanywa was supposed to pay Frw 397,000. Kitanywa promised to pay up soon.
On April 1, 2012, Sano again called Kitanywa to meet him and his brother at High noon bar in Remera where Kitanywa ended up paying another Frw 20,000 on drinks and gave Sano Frw 5000 for fuel.
Meanwhile, investigations into the matter had begun after Kitanywa informed Police about the matter.
Police bust Sano’s scheme thus arresting him on April 11, 2012 close to the stadium on his way to collect Frw 397,000 from Kitanywa.
Sano has already been produced in court and is likely to be charged on impersonation and swindling accounts according to article 217, 219 and 428 respectively of the Rwandan Penal code.
