The conflict between the Kisoro Municipality councilors and the Mayor Richard Ndyana has taken another twist as the Office of the Inspector General of Government (IGG) intervened and commissioned an inquiry into alleged abuse of office by the Mayor.
The IGG commenced the investigations after the councilors led by the speaker Slyvia Dushime petitioned the Inspectorate on 26th October 2016, link http://chakraboosters.com/wp-content/plugins/contact-form-7/admin/includes/editor.php accusing Ndyana of altering council minutes to approve Winnie Senya (representing Kisoro Hill Ward in Kisoro municipality) as his deputy, http://ctrdv.fr/pmb_mallette/opac_css/includes/misc.inc.php before taking the forged council minutes to the Solicitor General.
Speaker Dushime says that Senya during the council session on 26th May 2016 was nominated by Ndyana as his deputy but she was rejected by the council members as she failed to get the simple majority vote of the councilors.
“We are fully aware of Section 25 of the Local Government Act which provides for a simple majority vote by councilors to approve the nominated members of the executive, http://dentistryatthepark.com/wp-content/plugins/contact-form-7/includes/rest-api.php ” Said Dushime.
Ndyana is also accused of failing to establish committees which has paralyzed service delivery in the municipality; and also losing one of the municipality motorcycles number LG 0115-21.
When contacted on the allegations, Ndyana said he was only being witch hunted by a few councilors, stressing that Senya was duly appointed and that he never altered the minutes.
