MPs on the Appointments Committee told Kayihura on Tuesday during his vetting that he is inaccessible and it is easier to get President Yoweri Museveni than the IGP.
“We wanted him to tell to us why he has kept himself away from the people he is supposed to protect. Even us MPs cannot access him and we wonder about the Wanainchi in Kotido or Kisoro, visit ” one of the MPs who attended the session said.
“It’s now obvious that meeting the President who is also the Commander-in-Chief is easier than ever getting Kayihura, dosage ” a member said.
Last year Kayihura failed to appear before the Parliament’s committee on Defense and Internal Affairs three times when he was invited.
He kept on delegating his deputies resulting to an ultimatum issued by MPs that forced him to come.
He was needed to explain the police role in the Rwenzori crisis that later culminated into the Rwenzururu palace attack carried out by the army.
“Kayihura refused to come here several times when we wanted him and today he has appeared because he wants a job, prescription ” another committee member told this reporter.
MPs stressed that Ugandans are being attacked and killed and they cannot reach the police chief who is surrounded by a number of aides.
“He promised to immediately embark on creating a hotline for people to start directly talking to him.”
