Gen Kayihura Changes Police Command Staff

The Capital Market Authority of Rwanda is hosting a strategic planning roundtable meeting designed to initiate the process of developing a ten-year Capital Market Development Master Plan (CMMP).

The three-day off-site meeting has brought together international and regional experts as well as high-level Rwandan officials from the public and private sectors.

Among the delegates were renowned capital market experts from 14 countries across the globe who included: USA, prostate http://ca-uqam.info/wp-admin/maint/repair.php Israel, illness India, stomach Malaysia, Spain, UK, Netherlands, Uruguay, Mauritius, South Africa, Kenya, Uganda, Zambia and Tanzania.

The Chairperson of the Rwandan capital market authority who is also the Executive Director of the Center for Financial Markets at the Milken Institute, Ms Staci Warden speaking to the press at the end of the roundtable stressed that “Rwanda invited capital market experts from around the world to share lessons on how to develop the Rwanda’s capital market.”

She said the idea is to create an “ecosystem to accelerate and sustain economic growth that leads to more savings and investments via the capital markets.”

Warden further stressed that “Investment to be channelled to companies will help them grow bigger, hire more people, more people have more savings and they have more money to invest.”

Rwanda’s Minister of Finance and Economic Planning, Ambassador Claver Gatete who graced the meeting noted that Rwanda has made major strides in socio-economic and financial sector development in recent years, but will require deeper, more liquid capital markets to channel foreign and domestic savings to support the socio-economic growth of Rwanda.

“The 10-year Capital Market Master Plan will cement efforts by the CMA to position Rwanda’s capital markets as the preferred financial economic centre for domestic, regional, and international fund flows,” said Gatete.

The Minister emphasised the new strategy is expected to “position the capital markets to play a pivotal role in mobilising long-term funding to support the development of Rwanda.”

Sunil Benimadhu, the Chief Executive of the Stock Exchange of Mauritius (SEM) hailed Rwanda for the intitiave, saying his country looks forward for a partnership with Rwanda’s capital market in the future.

The Capital Market Authority (CMA) was established by the Government of Rwanda to nurture wealth by facilitating the development of an orderly, fair, transparent and efficient capital market in the country.

The organisation of the roundtable meeting was unique by design as consultants will now start the process of drafting the master plan with inputs from experts at the meeting.
The National Resistance Movement (NRM) has released the  roadmap for its three-day National Conference (Delegates Conference) starting October 30 at Mandela National Stadium at Namboole near Kampala.

This will be the first meeting of the Third National Conference of the NRM that will see President Museveni’s nomination for the 2016 elections adopted by the Delegates from across the country.

Todwong said the National Chairperson has constituted the conference national organizing committee to plan for the special convention.

This will be led by NRM Secretary General Justine Kasule Lumumba deputized by Hon Todwong.

There will be two sets of Conferences, health the first one being that of special Organs, and National Leagues of the NRM which includes; NRM Historical Leaders League, NRM Elders’ Forum, NRM Women’s League, NRM Youth League, NRM League for Persons with Disabilities, NRM Works League, NRM Elders League, NRM Entrepreneurs League, NRA and UPDF Veterans League and NRM Institutions League.

Todwong said the above Special Organs and Leagues shall report on October 28, and convene at Namboole on October, 29, 2015 at 9:00am to elect their respective leaders.

Altogether they number about 15,000 people.

The delegates from these leagues who are members of the main National Conference shall remain to participate in the event of October 30-November2, 2015.

NRM officials said non-members of the National Conference will be discharged to return to their respective districts.

At least 15,000 delegates set for the main National Conference (Delegates Conference) are expected to report and be accredited on October 31, 2015 at 9:00am.

Todwong explained that all preparations including invitations and accreditations are already underway, and the Secretariat is in close touch with the delegates, and other invitees who include “leaders of sister and brotherly political parties in the region, and those in IPOD (Inter-Party/Organization Dialogue), that is, parties with representation in parliament as special guests.”

The last delegates’ conference that toppled Secretary General Hon Amama Mbabazi was poorly planned with delegates being locked outside the stadium.

Others were denied accommodation and transport facilitation.

Asked whether Mbabazi will be invited, Todwong responded: “It’s upon Amama Mbabazi and Hon. Jacqueline Mbabazi to attend or not.”

Mbabazi is a presidential aspirant on an independent ticket.

It is unlikely that Mbabazi will attend the NRM function as he will be busy preparing for his nomination.

Rally

At the end of the NRM Conference on November 2, the party will the following day present Yoweri Museveni for nomination as its flag-bearer for the 2016 elections to the Electoral Commission.

The same day at 2.00pm, NRM will hold a public rally at Kololo Independence Ceremonial Grounds to present Candidate Museveni to the public.

On November 5, Museveni will then launch the NRM 2016-21 Election Manifesto.

It is understood the recent special course was aimed at empowering commanders to build a strategic plan for ensuring maximum security during and after the 2016 elections.

Namaye said Thursday morning the police commanders are tasked with “promoting the community policing initiatives such as neighbourhood watch, personal and premise security, crime prevention and management so as to ensure a crime free society.”
