Bizimana is being accused by his council of using abusive language and being arrogant.
Bizimana’s troubles stem from his recent statement in the media where he mentioned 5 of his councilors to be supporters of M23 rebels.
Bizimana reportedly said the councilors supporting M23 have contributed to insecurity in the District.

He however said that these were encouraging young Ugandans to join the M23 rebels, http://conceive.ca/wp-content/cache/wp-cache-4c565deca0330b0cddccaba726060404.php promising that they would be paid in dollars, ivory and gold.
Councilors say Bizimana used a wrong method of communication and has no evidence to his claims.
They also say they have started collecting signatures to censure Bizimana.
In a petition letter dated 20th February 2017 signed by 24 councilors addressed to the District Speaker, councilors want the speaker to call an immediate council session to discuss this matter.
During the meeting they intend to have him mention names of the councilors before the council and explain if he has evidence to pin them.
Cossum Kakiga, the Kisoro District Councilor representing Kirundo Sub County says he put his signature on the petition demanding for a council sitting, because Bizimana’s statement about the councilors was unfair.
Kakiga says the chairman’s statement about councilors supporting the rebels gives the District a bad reputation.
Another councilor Wilson Kazimiri also believes the chairman’s remarks would have negative effects on Kisoro’s security and socioeconomic progress as it could scare away tourists.
Amos Hakizimana, the Kisoro District Speaker confirmed that he received the petition and promised that the extraordinary meeting will take place.
