Constitutional Court Throws UPDF Representatives Out of Parliament

Five judges today unanimously ruled in favor of the discontinuation of the national army representation as well as that of Youths regional MPs.

“The impugned law in relation to the election of the representatives of the army, youth and workers is void and we declare so in in accordance with Article 2 of the Constitution,” they ruled.

The court was petitioned 2010 by a group of ‘concerned’ voters contesting the procedures that government uses in electing MP’s for the special interest groups.

In effect, the court ruling bars any further election into parliament of UPDF, Youths and Workers representatives.

UPDF and the rest of the interest groups representations are provide for under Article 78 of 1995 constitution. The national army currently has ten designated positions in Parliament.

Petitioners hold that the national army should be entirely restrained from taking part in partisan politics which entails what goes on in the day to day parliament sessions.

The Army on the other hand insists that its services to the population deserve representation in the people’s Parliament and that the army representatives help in sanitizing debates by directing them back to matters of national interest.

“The UPDF representatives, just like other MPs, render faithful service to Parliament. The UPDF representatives push for the pro-people stance and they have been equal to the task, ever since the days of the National Resistance Council, the 6th, 7th, 8th Parliaments to the current 9th parliament,” says UPDF Chief Political Commissar Col Felix Kulayigye.
