While Museveni believes this will be more effective and less costly many critics including former FDC President Col Kizza Besigye hold that he is only militarizing agriculture across the country for his political benefit.

According to Gen Sejusa, it was a grave mistake by the president to send the army officers out in the villages and start distribution of seeds which he said was tantamount to abuse of the national institution.

The long awaited Constitutional Amendment Bill 2015 that seeks to revise some of the articles and clauses in the 1995 Constitution has been finally released.

The Parliamentary communications department on Tuesday evening sent the said bill to journalists just a day before the Parliament resumes from Sine Dine adjournment on Thursday.

A Tribunal is also going to be created to be the watchdog of the new commission`s activities and its officials.

Another area to be amended is increasing the retirement age of Supreme Court Judges and High Court Judges from 70 years to 75 years and from 65 years to 70 years respectively.
