BoU to Deliver Lecture on Dilemmas of Central Banking

Dr. Duvvuri Subbarao,  who served as the 22nd Governor of the Reserve Bank of India will deliver the Lecture

FDC youth have Thursday stormed Royal Suites Hotel in Bugolobi, search Kampala before forcing their 2016 presidential flag-bearer Dr Kizza Besigye out of The Democratic Alliance (TDA) meeting.

Led by Babi Kahemba, more about the youth expressed bitterness that instead of leading opposition against President Museveni in 2016, he was allowing to be led by Hon Amama Mbabazi, an NRM member.

The youth said TDA criteria of selecting a joint flag bearer was littered with irregularities, bribery and acts of betrayal. TDA has since maintained that the joint flag bearer would be chosen by consensus.

This meeting would have seen potential flag-bearers giving speeches before the selection process. But the youth singled out Bishop Zac Niringiye as the man behind the alleged manipulation of the process to favour Mbabazi against Dr Besigye.

The youth were in the process of taking Besigye to FDC headquarters in Najjanakumbi. It remains unclear where this development will leave TDA. More details to follow
Bank of Uganda will on September 22, side effects 2015 host the 23rd Joseph Mubiru Memorial Lecture on the topic, dosage “Dilemmas in Central Banking – An Emerging Economy Perspective”, at Kampala Serena International Conference Centre.

The Central Bank has revealed that Dr. Duvvuri Subbarao, who served as the 22ndGovernor of the Reserve Bank of India (RBI) for five years, will deliver the lecture.

A career civil servant, Dr. Subbarao has worked in various positions in both India’s state and federal governments, acquiring extensive hands-on experience in public finance management at national and sub-national levels.

The Bank introduced the Joseph Mubiru Memorial Lecture series in 1988 to honour the late Joseph Mubiru, the first Governor of the Bank.

The lecture provides a platform for informed discussion on relevant contemporary debates around economic, financial and other development policy issues.

The lecture comes at a time when Central Banks are faced with challenges as nations grapple with volatility in the international financial markets.

On the essence of the lecture, Professor Emmanuel Tumusime-Mutebile, Governor, Bank of Uganda said, “In times of volatility, monetary policy provides the immediate response to external shocks as the economy adjusts to the new equilibrium in anticipation of structural rebalancing in the medium to long term.”

Dr. Joseph Muvawala, the Executive Director, National Planning Authority (NPA) will be among the discussants for the day.

He is a holder of a PhD in Economics with vast experience in macroeconomic management, donor architecture – management of SWAPS and Public Sector Economics particularly education, health and social protection.

The bank has disclosed that Hon. Matia Kasaija, Minister of Finance, Planning and Economic Development will chair the session.
