Nuwagaba, who served as Kabale Deputy RDC for less than two years, was among the RDCs and deputies transferred in a surprise reshuffle announced on August 24.
The former UPC diehard was transferred to Mitooma district as deputy RDC.
As Nuwagaba was travelling to his new destination on Saturday, he was intercepted by Minister Banyenzaki at Rubaare Trading Center.
A visibly furious Banyenzaki ordered Nuwagaba to hand over deputy RDC’s official vehicle registration number UC 1901C.
Banyenzaki ordered his aide to drive Nuwagaba’s vehicle back to Kabale amid protests from the deputy RDC.
Addressing the press in Kabale town on Saturday, Banyenzaki said he withdrew the vehicle from Nuwagaba because it was being misused.
“The car is supposed to be at the work station to do the official duties of Deputy RDC but for him he has been using it for personal errands,” said Banyenzaki.
“As the Minister of Economic Monitoring, I have decided to take away the vehicle. It will be returned to Kampala for people who can put it to good use.”
Banyenzaki said further disciplinary action will be taken against Nuwagaba for being undisciplined, attacking the president in the public fora and absenteeism.
Informed sources say Nuwagaba has been attacking Banyenzaki on radio stations which angered the minister and MP for Rubanda.
Deputy RDC speaks out
Nuwagaba has since opened a case of robbery against Banyenzaki.
“I was travelling to Mitooma to start work only to discover that Banyenzaki has blocked the road with stones,” recounted Nuwagaba.
“With the help of his driver and bodyguard, Banyenzaki ordered me to abandon my vehicle which is an act of robbery,” added the controversial politician.
“The vehicle was driven back to Kabale. I had my I-pad, driving permit, transfer letter from Kabale to Mitooma among other important valuables which were taken.”
Nuwagaba reported the robbery case at Ntungamo Central Police Station under CRB 1270/15.

“I join all new National Executive Committee (NEC) members that have been sworn -in, rx as I appointed it out at the end of elections, my task as a party flag bearer is just beginning,” said Besigye.
“And in the middle of this week I will be outlining to you and the entire country where we are going,” he added.
Besigye was addressing NEC at the FDC headquarters in Najjanankumbi, Kampala.
“We are still setting the stage and when it is ready, we shall remove the curtain and unveil what our plan is for going forward,” said the FDC iron man who has lost thrice to president Museveni in three elections.
The party is currently in a special NEC meeting where Col. Besigye will be tabling his strategy on winning the 2016 elections for discussion.
There has been contention on Besigye’s strategic plan which involves civil disobedience.
FDC President Mugisha Muntu last week warned Besigye that the party must take one position in regard to removing President Museveni from power or will be perceived as disunited.
NEC is expected to task Besigye to reveal how he is planning to travel the entire country popularising his candidature.
The party president, Gen. Mugisha Muntu told journalists that today’s NEC meeting will harmonise the party roadmap with that of The Democratic Alliance (TDA).
“We are meeting TDA in the summit tomorrow and we shall be discussing how to fit our new roadmap that we are to adopt today in that of the alliance with hope that there will be harmony,” Muntu remarked.
