Besigye Fever Catches Mbarara Ahead of Tuesday Rally; Police Warns

The body of the missing Mbarara Municipal School pupil who drowned in River Rwizi last week has been recovered by residents.

The locals who were joined by police on Friday morning to hunt for the body in the water were disappointed by the police force’s ineptitude.

They accused the district police of focusing on acquiring modern equipment to fight opposition politicians and not those to help in such search missions; well aware that R. Rwizi remains a major killer in the western municipality.

The angry residents proceeded with the search of the boy’s body and did find it yesterday evening in Buremba in neighboring Isingiro district.

Police was called in and the body was taken to Mbarara referral hospital for postmortem before it was taken for burial today in Ntungamo district.

DPC Mbarara Jaffar Magyezi said that police did what they could to find the body and that the residents had no reason to be angry.

“The boy drowned at around 7: 00 pm but police was informed at 9: 00pm. The parents too, prescription before blaming us should have performed their role of protecting their child, medical ” he added.

Magyezi however admitted that police don’t have enough gadgets to help in such missions as retrieving drowned bodies.

Police yesterday held a meeting to plan establishment of a police post in Nyakaizi cell near R. Rwizi to provide security to the locals and prevent children from accessing the river.

Magyezi also asked the municpal council to complete the bridge construction on the river to revert the current practice of using canoes to cross it.

The government spokesperson Ofwono Opondo revealed today that intelligence reports linked the renegade General to opposition groups plotting to cause mayhem after the elections.

“What happened yesterday (Sejusa’s arrest) is government’s attempt to neutralize and curtail defiant behavior by a serving army officer,” Opondo told journalists at the Uganda Media Centre on Monday.

He went on to assert; “No serving police or army officer of whichever rank is supposed to be member of a political party, support candidates, engage in partisan politics, or campaign for a political party. As you may have witnessed, Sejusa was openly announced as part of Kizza Besigye’s taskforce in Nakivubo last year.”

Government believes that these pressure groups have an objective of generating big campaign crowds for Besigye and Amama Mbabazi during their Kampala rallies and eventually catalyse civil disobedience.

Such conduct, said Opondo, sets a bad example for the many other junior serving officers in the police and army, which could culminate in a scenario as that in Libya, Tunisia and Egypt.

“Sejusa was warned 3 months ago through a letter from the Chief of Defense Forces to desist from making political statements but he persisted. In Uganda, there’s nobody who should claim they’re above the law,”

Since his return from exile in London last year, Gen. Sejusa has continuously bashed the ruling NRM government which he has been part of for the last 29 years.

The rift between the former government spy chief was sparked off by a letter he authored alleging that army officers and government officials opposed to Museveni’s succession plan were being targeted for assassination.

Mbarara through Monday afternoon was heated up in anticipation of the opposition Forum for Democratic Change President Col Dr Kizza Besigye who is expected in the municipality on Tuesday.

Wild bodaboda cyclists and supporters led by the FDC mayoral candidate Stanley Katembeya painted the entire town blue.

Besigye is expected tomorrow in Rubindi, Mwizi, Bugamba, Kinoni, and Bunenero in Kashari County before concluding with his main rally Mbarara town at the Boma grounds.

Katembeyi said a number of presents have been set aside to be handed to the fourth time presidential candidate, that range from livestock to cash.

Police however cautioned that they would not tolerate madness in the town during the campaign.

The Mbarara DPC Jaffar Magyezi said police would be on standby arrest all those causing chaos and disrupting normal business especially in the town center.

Magyezi also said Police will not permit presenting animals such as goats to the candidate which are painted in party colors, noting that this violates the rights of animals.

As for the party decorations which Magyezi termed as ‘fetishes,’ he warned that these must be cleaned up in the evening immediately after the rally.

He also emphasized that Dr Besigye would not be permitted to visit Mbarara Referral hospital as intelligence has revealed.
