33.8% of pupils who sat for the Primary Leaving Mock Examinations in the newly created District of Rubanda failed the papers.

Kitojo II Primary School, Kigumira Primary School, Ruhija Primary school in Ruhija Sub county, Mungaara Primary school, Mukibungo Primary school in Muko sub County, Buganduura Primary School in Hamurwa Sub county were the worst performing schools in the District where candidates did not get any point in the papers.
Richard Mugayehwenki the Rubanda District Inspector of Schools, says that poor performance especially in Government Primary Schools in the district is being caused by rampant cases of absenteeism among the pupils and the teachers and lack of qualified teachers.
Mugayehwenki also says that parents have also neglected their responsibilities of providing lunch and other scholastic materials to their children as well as attending school general meetings.
Celestine Magezi the Rubanda District Education Officer says that District education officials have introduced teachers’ weekly attendance registers to help in monitoring absentees.
