Kadaga: Ring Fence District Funds

help geneva; font-size: small;”>The Speaker made these remarks at the Parliamentary Public Outreach Programme for the North Eastern region held recently at Leslona Hotel in Moroto.

Hon. Kadaga expressed disappointment that at the end of the financial year, funds which have been unutilised at the districts are sent back to the Consolidated Fund account.

“It is very annoying that funds are not used and at the end of the financial year sent back to the centre. This disrupts work in the local governments and I think this money should be kept by the districts,” she said.

The Speaker revealed that the Parliamentary Committee on Finance, Planning and Economic Development is working on a proposal that will see these funds retained by the local governments for utilisation in the following financial years.

The Parliament Public Outreach Programme attracted district chairpersons, Chief Administrative Officers, mayors, district speakers and councillors from the districts of Moroto, Kotido, Nakapiripirit, Soroti, Amudat and Serere among others.

The Programme is aimed at taking Parliament closer to the people with the purpose of disseminating information about the activities of Parliament. This outreach in Moroto was the fifth after others were held in Masaka, Gulu, Fort Portal and Mbale.
