order geneva;”>The committee instituted by sports minister Charles Bakkabulindi in March to look into wrangles between local soccer supervisors Fufa and USL (Ltd), shows that Fufa was acting against the their constitution in banning the two officials.

It further goes ahead to clarify that only the Fufa General Assembly had the powers to ban and the 11-year ban and one-year suspension to Kabenge and Ssegawa are null and void.

The report also questions the legality of Lawrence Mulindwa’s incorporated in 2009 Fufa and recommends that it is corrected by seeking government approval and should involve the public.

The committee recognised that Fufa is still a shareholder in USLL and USLL is a member of Fufa as the amended in the 2012 constitution.

Kawaase’s committee recommended that if the USLL was to lose the mandate to run the topflight league, it should be done legally/lawfully, with the involvement of all 16 clubs while respecting the sponsors.

The USL 2013 season has already got underway with eight games played at the weekend despite Fufa insisting it is the Fufa Super League to run the top tier competition. This report could see further interesting developments in the course of the week.
