In her opening remarks, Minister of Health Dr. Agnes Binagwaho said that Rwanda made progress in implementing a decentralized approach to health care provision so as to be more responsiveness to the needs of our people.

“We have implemented a community based health insurance system that covers 92% of the population based on solidarity. We have invested in electronic medical records and health information technology across the country to ensure that every franc dedicated to healthcare is spent in the most efficient way possible and with the biggest results” she narrated.

Minister Binagwaho indicated that the evolution of Rwanda’s health system encountered barriers, and the work will continue to deal with the challenges on a daily basis.

“With ingenuity and commitment, such as is shown by all of your participants, it is possible for EAC to overcome these challenges and continue down the path to the ultimate goal: universal access to affordable, quality care.”

In his message, the Secretary General of EAC Dr. Richard Sezibera reminded that, this conference is about sharing best practices that can be taken back with participants to go and apply them in their own countries.

“This conference should be used to develop an agenda for harmonization of social health protection mechanisms across the East African Community.”
