The Regional Police Commander Kampala Metropolitan South SSP Jacob Opolot confirmed the incident and identified the suspects as Katsarski Milen, Adrian Dimitrov, Ivan Ganchev Emilov, and Ivonov Anton.

Opolot added the suspects were arrested while withdrawing money from the ATM machine which they had disassembled.

Opolot said the suspects had disorganized the ATM machine cameras and were using a microchip connected to a phone battery to open the machine.

“These people use a microchip which they insert in the ATM Machine before they access all the Bank customers accounts. They later go back to their rooms and manufacture ATM Cards with similar Pin numbers and then withdraw all the money. After they change the money into Dollars before they wire it to their home accounts,” narrated Opolot.

He said that they were also arrested with 45 newly made ATM cards and a list of 45 Pin numbers.

They also had other gadgets like screw drivers which they use to disorganize the ATM machines changing the memory before they embark on making the ATM cards.

He said that such people target international Banks like Stanbic, Bank of Baroda, Standard Chartered, Barclays among others.

Opolot revealed that they want the suspects to take them to where they stay however they are not cooperative.

“It’s only that these suspects are not cooperative, I had wanted them to take us to their hotel rooms because there must be the machine they use to manufacture these ATM cards,” said Opolot.

He said investigations have just started and the suspects will be prosecuted for attempted robbery.

He said the bank will trace the details of the Pin codes on the list the suspects had, examine the manufactured cards so as to identify victims of Bulgarians’ thuggery.

The arrest came at time when customers with several banks were facing theft of their deposits via ATM machines.

The discovery will enable banks to strengthen their security measures in protecting customers’ money.
