By-election: FDC Ready For Kasese Battle

Kikonyogo told press at the party headquarters today FDC is to deploy all its senior leaders and committee members to Kasese to support their candidate Winnie Kiiza and guard against violence in the campaigns.

Already Col. Kizza Besigye has campaed in the area to drum up support for Winnie Kiiza.

He further more said nominations for the FDC party president are to take place on 10th and 11th August and by 22nd November, the party will be having its newly elected party president while Dr. Kiiza Besigye will remain an elder and an advisor in the party as well as running other different party activities.

On the other hand, Kikonyogo challenged government to come up and make clear what promotion system is being used when promoting Army officers.

He said the informal way of promoting Army officers at the will of the president is unfair and leaves many other officers grambling and unsatisfied and sends a wrong signal to those willing to join the army.

“The government should stipulate the academic level and the period to be spent in the army so as to attain a certain rank in the army,” charged Kikonyogo.

He also said promoting retired Army officers like Brig. Matayo Kyaligonza and Col. Kihande is one of the indicators that the government has failed to fully professionalize the army as one of its aims. “Promoting Brig. Kyaligonza to just a Maj. General after a period of about 20 years and more over retired, leaves many questions about the promotion system used to promote officers in the country,” said Kikonyogo.
