According to the report the Ministry of Internal Affairs faulted by opting for single sourcing method used to procure German firm Muhlbauer ID Services GmbH without due clearance from the Public Procurement body.

The Committee recommended that former Internal Minister Affairs Minister Hon. Ali Kirunda Kivejinja, former Attorney General Dr.Kiddhu Makubuya and former ICT Minister Alintuma Nsambu be held personally responsible for anomalies in the project at different stages.

The Ministers are accused of ignoring laid down procedures in the procurement and implementation of the project.

Several government officials have also been implicated in the project mishaps.

The idea of the national data bank commenced in 2004 when Cabinet approved the setting up by Government of a National Bio-Data Bank in the Ministry of Internal Affairs for easy access by all the Government Institutions.

Legislators have commenced debate and consideration of the report that also requests the Finance Ministry to provide Shs.127 billion required for the project in the 2012/13 financial year.
