This is contained in the Local Government Amendment Bill (2012) tabled before Parliament July 3, by the Minister for Local Government Hon. Adolf Mwesige.

He said the County Councils which are the equivalent of LC 4 were presiding over the same area of jurisdiction covered by district councils.

“Many of the new districts of Kalungu, Mitooma, Butambala,Kiboga, Rubiriizi,Lwengo and others are one county districts and this creates conflict of roles with the county councils,” he confirmed.

The Local Government Amendment Bill (2012) also seeks to abolish the provision of paper copies of the national voters register by the Electoral Commission to registered political parties taking part in an election.

The Commission will be required to transmit electronic copies to the parties once Parliament passes the bill into law.

Minister Adolf Mwesige says the proposals in the bill will save over Ushs.75 bn that government will partly spend on election of village chairpersons.

The Deputy Speaker of Parliament Rt. Hon. Oulanyah Jacob has tasked the Parliamentary Committee on Local Governments to scrutinize the proposals in the bill and report back to Parliament within the mandatory 45 days.
